I have been contacted by residents following the exhibition at the Priory . I ' ve enclosed an extract below of an email I ' ve sent today to a resident in St Osyth, removing all personal references . There does appear to be some local confusion . I 'm copying this to you as it may be useful and helpful to your parish councillors .
"The Councils policy is set out in policies EN27 and EN27a of the Tendring District Local Plan 2007 . You can view these policies on our website . These policies reflect national guidance . There is a detailed guidance document produced by English Heritage called "Enabling development and the conservation of Significant places " produced in
2008 .
The issue of enabling development arises when essential repairs are needed to listed buildings that cannot be funded by the property owner. If the need for the repairs is accepted then there is a balancing exercise to be done between the benefits of the restoration of the listed buildings and the effect of the enabling development.
Please accept that this is a gross simplification but tries to capture the essence in 2 sentences .
Currently neither English Heritage nor this Council have agreed to any scheme of enabling works. We have repeatedly sought details of what repairs are needed and the costs of these repairs . We have still not received these details .
If an enabling scheme is put forward this will be part of a planning application .
That will be subject to consultation with the local community. Whether or not it is acceptable will be decided by the planning committee of Tendring District Council .
